We have a rental property in our home.  We did not rent it for all of 2018 because we were remodeling part of our portion of the home.  While the unit was empty we replaced the flooring.  However, because I didn't have rental income in 2018, I also didn't  deducted the expense.  Can I take this deduction in 2019?

You will either have to amend your 2018 tax return or you may elect to capitalize those expenses, add them as a fixed asset and depreciate throughout the life of the asset.
