    Click on Federal.
    Select Deductions and Credits.
Look for Estimates and Other Taxes paid on the list.
Click Start or Review to the right of Income Taxes Paid.
Scroll down to Other Income Taxes Paid.
Find Withholding not already entered on a W-2 or 1099, click Start or Edit to the right.
Under State Withholding, select the state and enter the amount to the right.

I had a state withholding of $8666. on the sale of a 2nd home. When I filed my taxes the state did not accept the withholding. Why?

It goes under Deductions & Credits in the Federal section. Here is how to find it:

    1. Use the search box toward the upper right corner to search for Taxes paid.
    2. Click on Jump to taxes paid.
    3. Scroll down to Other Income Taxes Paid in 2019, and expand the topic, if needed.
    4. Find Withholding not already entered on a W-2 or 1099, click Start to the right.
    5. You can enter federal, state and local income taxes withheld from other forms.

Note: If you end up filing your return on paper, you will need to attach a copy of the document that shows the amount of tax withheld.
