Tax Year Prior to 2020: I have a short term capital loss carryover from 2018. Why does it not show in my Schedule D ?

Your post indicates that you're using TurboTax Premier Online.  As long as you used the same TurboTax account that you used when filing for 2018, your carryover should've transferred automatically.  

 

Have you already e-filed your return (since you're able to see your Schedule D)?  

 

The TurboTax FAQ below instructs you on entering your loss carryover if you need to do that.

Schedule D doesn't actually show the carryover amount. To find your capital loss carryover amount Schedule D Line 16 will be your total loss carryover and line 21 will be at a maximum $3,000. The difference will be the carryover amount for the next year.
