W-2 nonqualified distribution states ID does not match

I am attempting to e-file and I am receiving the following error message (clearly others have too for the past few years...why hasn't this been permanently fixed?):

Using TurboTax Deluxe on a Mac.

"Form W-2 Nonqualified Distribution (State ID) does not match with any states entered in Box 15"

On the actual W-2, box 15 includes "PA" but boxes 16 and 17 are blank.

I have tried every permutation I can think of but there is an infinite loop with this error message. (I have already blanked out boxes 15,16, and 17 on the Guide Me section; gone directly to the Forms section and tried permutations etc).

Will be grateful for a fix that works! Tks.

Delete the w2 completely and go through a couple of steps. We want the w2 to clear out of the system. Close the program. Let the program sit undisturbed for a while -seriously, half hour is good. Update and open the program again. Enter the w2 again manually and leave all state boxes blank.
