We reside in Oregon but own a rental house in California. I've already completed our federal taxes, including rental income. Which state return should I fill in first?

The nonresident return, so California.   If you owe tax to California for the rental, TurboTax will apply a credit for those taxes on your resident (OR) return if you complete the CA first.

Thank you.  I thought it would be Oregon because California asks if you paid taxes to another state, but I couldn't actually remember which state it was.  I will fill out CA first then purchase OR module and fill out as my 2nd state.
