This came up while filing my state return as the system prompted me to "Enter the Missing Information for xxxx Investments"

As related to a Form 1099-DIV, the portion of the dividends that are considered to be tied to a particular state would be the dividends received while you were a resident of that state.

If you were a part-year resident, you can allocate the total amount by the number of months you lived in each state.  For example, if you lived 3 months in one state and 9 months in another, you would allocate 25% of the dividends to the first state and 75% to the second.
