Where can a hotel room for tenants (due to fumigation by the HOA) be deducted?

Sorry---that is not deductible. That is a personal expense.

It is an expense the owners have due to HOA fumigation in their rental. How can that be personal?

To be clear----you are the tenant?   You had to stay in a hotel while the building was fumigated?   That is not deductible on your tax return.
