Yes, if you are filing a Schedule C for business income and expenses, the vehicle expense section is for claiming expenses for using an owned or leased vehicle for your business.
If you used a rental car for your business, then you would include those expenses in the Business Travel section for trips away from your tax home. Or you could include them in the Miscellaneous Expense section where you can enter your own description for the expense and the amount if you needed to rent a car for local transportation purposes.
You will be claiming actual vehicle expenses that you paid for using the rental car. The standard mileage rate will not apply.
