why are my Turbo Tax reported capital gains positive when the sum of all my gains and losses are negative?

    One possibility is that you had capital gain distributions reported on a Form 1099-DIV, box 2a,  that you haven't included in your calculation. You may be just adding the gains reported on your Form 1099-B's.
