Why doesn't form NYC-NOLD-GCT make the current year loss unable to be entered?

The form that shows the past 20 years, which are entered as negative numbers (loss). But the last line is the current year and the loss is shown as a positive number and the remaining columns are not fillable. I think this is a software issue.
