Question

Why would I owe state tax for dividend income if I lost more money in the stock market than I earned?

Although dividends are generated from equities they are separate income from capital gains and loss.

Dividends are tax in a similar way as  interest from your bank.

So it is not uncommon to have a capital loss on the sale of equities and taxable income on dividends.
