Each year I receive a Federal 1099-R from my long term care policy showing a gross distribution in (box 1) with a distribution code W in box 7. This is a non-taxable event but can I show it on my Virginia tax return as long term care insurance cost

No, you can't. The instructions for the Long-Term Health Care Premiums deductions say that you can't claim any amount that was deducted on your federal return, or excluded from your income.
