How Do I Update a Rejected Stimulus Submission?

Got an email that said my Stimulus Submission was rejected due to Code IND-025-02.  I looked at the instructions for that particular Code, however, it makes no sense to me because I don't even know how to get to the submission to change it in the first place.  Instructions state:  "1.  Open (continue) your return in TurboTax," but doesn't say how to do that.  Instructions also state:  "Select File tab at the top of the window (don't select any 'Fix' buttons you may come across)."  The only place in the window I see "File" is to the lefthand side.  There is no "File tab" at the top of the window.

I get a page that says "Let's take a look at your return" with the description of the error and what needs to be done, along with a CONTINUE button.  It states that "prior year identifying information must be entered for the taxpayer."  Well, I didn't have to file in 2018, either, nor did the "form" ask me for this information at all.

When I click on the CONTINUE button, I get a page that states "Keep Going to File your Stimulus Submission.. You've visited all the reject errors on your stimulus submission."  Actually, no, I haven't even visited the submission at all and haven't corrected anything.

I'm lost and confused, please help, and many thanks.
