Taxes for Deceased

I'm filing taxes for my Mom who is deceased.  She was in a Nursing Home and had no estate so there was nothing to probate.  I am the executor in her Will.  Turbo Tax said I need to be appointed by the Court in order to complete her taxes.  She lived in NY and I live in FL.  Can I submit her taxes without a Court Certification?

    The personal representative is an executor, administrator, or anyone who is in charge of the decedent's property and that person is responsible for filing the final income tax return for the decedent.
