1099-G not received and NY website indicates none will be provided for 2016 filing year, do I enter my 2015 NYS tax refund received in 2016

Yes, if you itemized deductions for the 2015 tax year, if not there is nothing to report.  

You can enter your state tax refund by using the steps below.

You can go directly to the area to enter this state tax refund.

  1. Sign into your TurboTax account (online)
  2. Select My Account in the upper right, then select Tools 
  3. Choose Topic Search (see image attached)
  4. Search state refunds > Go
  5. Continue to make the proper entries
  6. Click the screenshots attached to enlarge and view for assistance

For the second one (if applicable) select "Add Another State or Local Tax Refund"
