My 1099 R shows Gross Dist of $5700, Fed tax taken $1400, state tax taken is $ $280 (box 14). TT keeps telling me i have to fix this as New York State withholdings can't be greater than or equal to gross dist or state dist. State Dist box 16 is blank on my 1099R. It won't let me file electronically. Am I doing something wrong?

You have an amount in box 14 for state taxes withheld so you would need to enter State Distribution amount in box 16. Enter the amount from box 1 in box 16 for NY State Distribution.
