1099-R box 16

1099-R - I don’t have a box 16 so I left it blank.

TurboTax is telling me basically I must enter  the same number as Box 14.

when I do this my tax return shows I OWE THAT MONEY, instead of getting a return of THAT MONEY- 

huge difference- we’ve never had this come up-????

    You shouldn't enter the amount in box 14 (state taxes withheld) in box 16 (state distribution) as they are totally different. You can enter the amount from box 1 in box 16 if you are having trouble getting your e-filed return to be accepted. They both represent the gross distribution from your pension plan and the state distribution amount is automatically transferred from the box 1 entry by TurboTax anyways.
