1099-R (FIDELITY): Box 14a For electronic filing, New York State withholdings can not be greater than or equal to gross distribution why am I getting this?

on my 1099-r box 14 the box say 1656.54.  that is not more than the gross distribution. why am I getting the above message?

Yes, the message is referring to the gross state distribution in box 16. 

 

If box 16 is blank on your 1099-R form, you can clear this error by entering the same amount as box 2a, or box 1, if box 2a is also blank.

    (Edit. Similar issue, but the highlighted TT was not the same as physical 1099 form.)  It confused me. I think I figured out what the problem was but can’t check it yet.
