No. You should enter what is on your form. If your 1099-R was paid to the wrong locality, depending on the locality, they will either collect from the other locality or you will have to pay and request a refund.
Are you doing this in OH or a locality that TurboTax is filing? If not, then this will not have any affect on your return as it does not affect your state or federal returns and the locality will not get a copy of what you enter on your return. You would then need to contact them to see how to handle this.
