1099-R Problem with entry for Box 16

My 1099-R from my Life Insurance Company, has a non-zero amount in Box 14, and Box 16 shows 0.00 (it is NOT blank). When I enter this information, and then Review it, the amount in Box 16 is changed to the amount shown in Box 2a. Why is this happening?

    Some states require a distribution amount (Box 16)...to be greater than the $$$ withheld.    i.e. you can't have state withholding if nothing was distributed.

     

    Usually, that's the box 2a value 

    .......(or the federally-taxable portion of box 1 if box 2a is empty or "undetermined")

    Opinion: The issuer shouldn't be putting a zero in box 16 with $$ in box 14.....at best, just left it blank.
