On my 1099-R, I have state taxes withheld but nothing in the state distribution field. Turbo Tax says that is not allowed. Do I enter the distribution amount as the withheld amount?

Yes, enter the distribution, it should have been on the form, you can't have taxes withheld when there is no distribution.

So, just so I'm understanding you correctly, for the state distribution in box 16, I enter the gross distribution from box 1...correct? State distribution = Federal distribution.
