1099R State distribution left blank

I am in Ohio. My 1099R box 16 state distribution is left blank. It has never had an amount in over 10 years & this year it will not allow me to proceed. What do I do as the program is now useless

    Try putting the amount shown in box 1 of your Form 1099-R into box 16.  This should resolve the error condition without affecting your actual tax returns.
