do contributions toward a 403b count the same as those to a roth ira under the tax break section of turbotax? In other words, I did not contribute to a Roth IRA but did toward the 403B. Can I put that total in the IRA section?

A 403(b) is an employer plan and your contributions are entered on your W-2 in box 12.  Those contributions are not entered anywhere else on a tax return.
