8606 filing requirement when 403b rollovered to Rollover IRA

Is 403b(pretax) rollover to rollover IRA an event that requires 8606 filing?

I'm wondering if this rollover is considered “non-deductible IRA contribution”

Turbotax seems does not generate 8606 with my 1099R for this rollover and want to make sure if it is right
