Are 401k contributions considered taxable income in Ohio?

My W2 for state wages contain the same amount that is within the Medicare or SS boxes.  I believe it should be the same as my federal taxable wages which is my gross less 401k contributions.

Box 16 on the W-2 should be the same as box 1. Box 18 will be the same as box 5. The state does not tax your 401k contributions, but Ohio cities do.
