Question

Are payments from the Iowa Public Retirement Program (IPERS) considered RMDs. Turbo Tax requires a mail in return if it is not a RMD. Why???

No, payments from the Iowa Public Retirement Program (IPERS) are considered pension payments, not Required minimum Distributions (RMDs). RMDs rules generally apply to accounts like IRAs and 401(k)s.

TurboTax indicates a return needs to be mailed in if it's not an RMD as Non-RMD distributions require additional documentation to indicate the nature of the payment.
