Can I just use the 1099 forms to submit my taxes? Do I even need to do the taxes since I am not working and am retired?

You have to report all your income.  Yes you have to enter the 1099R forms.  And do you get Social Security?  You have to enter the SSA-1099 also.    Are you Single or Married?  For Single you don't have to file if your total income is less than 13,850 except the get any withholding back.
