Can I re-enter US gov't bond interest on NYS input. It says not to if entered from 1099 Box 3 which I did. But, it shows up as NYS taxable and should not.?

    No.  You should handle this in the federal interview.  There is a question there about whether any of the dividends (and how much) are US Government obligations.  That information should carry over to the New York tax return.

    It did help as it sent me back to Federal input, but I asked about Interest and your reply was dividends.  What threw me off in Interest screen - A choice is - my state doesn't tax all ... then drop down did not include my state.  After you sent me back to Federal I learned it was ok to move on leaving the state choice box empty.  We Won!!!  NYS form subtracted US gov't int. as adjustment.
