Description of of Taxable Amount

I get a 1099-R from OPM  with box 2a "Taxable Amount" marked "UNKNOWN" and box 4 "Federal  Income tax withheld" as an amount.  Turbotax asks Yes/no to question on taxable amount in box 2a.  How to answer?

    If box 2a has the word UNKNOWN you should have left box 2a blank (empty).  So answer Yes to the question if that was the taxable amount.
