Do I have to claim income from a 1099 social security document when I am the payee of a minor who receives survivors benefits?

No.   The SSA1099 for your child does not go on your tax return.   Someday if they have other income and file a tax return, they will need to include their SSA1099 on their own return.  Unless that occurs, the SSA1099 for your child does not get entered on any tax return.

No. The money belongs to the minor.
