Do I have to enter form 1099-B if it's under $10. Proceeds are $8.31 and if I have to enter 1099-B I need to upgrade form which cost more.

Yes, you do.

However, if you forget to enter it there's some chance that the IRS will never follow up.  If they do follow up they might bill you taxes and interest on the full $10 if there's no basis reported on the 1099-B, but the taxes and interest will be less than the cost of the upgrade.
