Question

Does TurboTax include Schedule 2 additional taxes on 1040 line 15? Does not appear to be adding the appropriate number for me.

Federal 1040 Schedule 2 reports Part I line 3 to 1040 line 12b.  Part II line 10 is reports to line 15 of the 1040.

From where do the dollars on Schedule 2 Line 8c (code:UT) come from?

According to the IRS in Line 8, Other Taxes in the Instructions for Form 1040 and 1040-SR, this represents

"Uncollected social security and Medicare or RRTA tax on tips or group-term life insurance.  This tax should be shown in box 12 of Form W-2 with codes A and B or M and N. Identify as “UT.”
