Form 1099R Box 14 State Tax Withheld Error

How do I fix form 1099R box14a for electronic filing New York state withholdings can not be greater than or equal to gross distribution?  There is no box 14a on my form 1099.  I have tried the total amount, the state tax withheld, and zero to skirt the issue, and none of the these options work.  Is this a Turbo Tax problem?  Please respond.

    But do you have a box 14?  (14a just refers to the first state line on the 1099-R, since some folks move and have two state lines).

     

    If so, copy the value of box 2a into box 16...IF box 2a is empty/blank or undetermined, and you haven't made any after-tax contributions to that account, you can probably use the box 1 value.

     

    NY requires box 16 to be filled in with the Federally-taxable distribution, if box 14 has a value in it.....thsu the box 2a or box 1 $$ value.
