From Oct 2022-Dec 2022, I paid a babysitter $1,026. They are asking for a 1099. Do I need to do this? If so, how?

No.   You do not have to issue a 1099 to a babysitter.  You are not running a business.  The sitter can enter their self-employment income on a tax return without a 1099NEC.
