1099s of any type are issued by the payer. Some payers make their 1099s available to download on Turbotax, but not all. Your payer is supposed to mail you any 1099 by January 31, unless you consent to electronic delivery. If you did not get a 1099 you are expecting, you must contact the payer directly.
You would need to contact the company that issued the 1099 to get it. Or you can possibly log into your IRS online account to see if they have a copy in your transcripts.

There are over a dozen kinds of 1099's; you have not mentioned what kind you are trying to get.
A 1099NEC is typically issued by an individual or business for whom you performed work as an independent contractor, so seek a copy from them if you did not save yours. Many of the other types of 1099's are issued by banks, brokerages and other financial institutions from which you can seek copies.
