How did everyone get past the Payer's ID for social security?

There is no payer ID for Social Security.  You are trying to enter it in the wrong place.

 

 

Go to Federal> Wages & Income>>Retirement Plans and Social Security  (SSA1099 and 1099RRB) to enter your SSA1099.

Open your return > Federal > Wages & Income > Social Security (SSA-1099, RRB-1099), Edit/Add.  The program does not ask for a Payer ID number in this section.
