HOW DO I DECLARE MY FATHER-DEPENDENT 1099-SSA BENEFITS?

You don't enter them anywhere on your return.  If this is your father's only income , he does not have to file unless he's choosing to file married separate.  He would then claim the benefits on his own return.  If he has other forms of income, he would still have to file his own return and claim the benefits himself.
