How do I enter a local tax refund from a 1099-G when the locality is not listed in the drop box?

I have to pay quarterly city tax for a second city that employer will not withhold. I have a 1099-G for a refund from this city. This city is not listed in the drop down box in the section for State and Local refunds. I tried choosing my state, but it says I have a state already entered.How do I enter this local refund?

Scroll all the way to the bottom of the list of locations in the drop down box. If you do not see a category that fits your situation, you can choose More Than One/None and enter your information.
