I received a 1099-R from my city's employe retirement system, but I need to deduct $3000 for paying my heath insurance premiums myself. How do I enter that credit?

After your enter your Form 1099-R there will be a series of screens asking questions. One of the screens will ask if you were a Public Safety Officer. Answer Yes. There will be a follow-up screen where it will ask for the amount of health care premiums paid. Enter what you paid but no more than $3,000
