Question

How do I get Turbo Tax to create a Form 8606 so I can detail my Non Deductible IRA cost basis if I didn't make any contributions or withdrawls this year?

You do not need to file form 8606 for a tax year in which you didn't make any non-deductible IRA contributions or IRA withdrawals, as your IRA basis is not affected.

As far as IRAs are concerned, the form 8606 for such a year would be exactly the same as the last form 8606 filed.
