To complete and file a 2022 tax return using TurboTax you would need to purchase, download and install on a personal computer one of the 2022 desktop editions from this website - https://turbotax.intuit.com/personal-taxes/past-years-products/

A 2022 tax return can only be printed and mailed, it cannot be e-filed using TurboTax.

Assuming this is Minnesota, if you already prepared your 2022 returns, and if you only need to file the M1PR, another option is to use the form search tool available on the MN Dept. of Revenue tax website and download the paper version of 2022 M1PR. You can also search the forms library there and download the 2022 M1PR Instructions. Or if you are a homeowner, you may be able to file a 2022 M1PR online at the MN DOR website.
