I am 16 years old. Why do I owe money to state? My employer doesn't take money from my check for taxes either.

You owe money to the state because your employer didn't withhold taxes and you have a tax liability.  There is not a tax break for being 16.  When you start working, you start paying taxes.

 

In some states, they tax every dollar, other states, you get a deduction.
