I am preparing 2022 tax return and I received California 1099-G for 2020. I took standard deduction for 2020 so I am not supposed to pay tax for that 1099-G.

looks like the turbotax web still wants me to pay for tax based on this refund. This 1099-G is for the tax year 2020 but it's a 2022 form. There was some issues with state tax return 2021 so the state didn't give me the refund until 2022.

If the 1099-G is for a refund from your 2020 state tax return (it has 2020 in box 3), and you took the standard deduction on your 2020 federal tax return, the refund is not taxable and does not have to be reported on your 2022 tax return. Don't even enter the 1099-G in TurboTax.
