I cashed out a small state education retirement fund from Florida while living in Pennsylvania. Is this taxable income?

If you mean a 529 or other educational account, it is taxable income if you did not use it for qualified educational expenses.  It would be taxable in Pennsylvania if it is taxable on the federal return.  You should have received a 1099-Q that you can enter in TurboTax.
