Question

I did a direct rollover from an IRA (Brighthouse Insurance Company) to do a reinvest of service credit to CALPERS. Don't I have to report this?

I did a direct rollover from an IRA to the state retirement system?  Is this supposed to be reported in 2020 tax return?

Yes, if you received a 1099-R, you must include it, even if it has Code G for rollover.
