Question

I did not run a business in 2019. I am retired and collecting commissions on previous sales. How can I make TT stoping saying that I owe a business tax?

Collecting commissions on previous sales.

That "is" business income if reported in box 3 or 7 of a 1099-MISC.  So if you collected any commissions in 2019, your SCH C business was still open in 2019.
