Are you supposed to have one? If so, please explain.

I think so. Let me explain: I did a little gig for only $500.00 and I can't get a hold of the person who is supposed to send me the 1099. Though someone told me that for jobs under $xxx.xx xxxx were not necessary, I still filled the job. But the website is not letting me e-file without the information.
