Question

I filed form 8606 in 2020 for nondeductible IRA contribution. Is that considered an excess IRA contribution?

No, it is not. A non-deductible contribution can be optional if your AGI otherwise allows you to deduct the contributions.

An excess IRA contribution is an amount that was over the limit (In 2020 that was $6,000 if under 50), if you attempted to deduct an IRA contribution that you were not eligible for, or if you did not have earned income in at least the amount of the contribution.

Here is some information you may find helpful: How do I know if I contributed too much to my traditional IRA?
