I forgot to withdraw by 12-31-16 a required distribution of an inherited IRA so I did so today. Do I claim it on my 2016 even though I just withdrew both 2016 and 2017 today

the bank suggested I write a letter to the IRS and be honest that I just realized I forgot and then withdrew 2016 and 2017 today

Since you did not withdraw any money as of 12/31/2016, you need not claim on it on your 2016 return.
