I got 2 1099-R forms for a rollover from former employer's 403(b) account that went into new employer's 403(b). Do i need to claim this as income?

Yes, you need to enter both 1099-R forms on your return.  Your rollover is reported as a distribution, even when it is rolled over into another eligible retirement account.
